Harlem Education Scholarship Foundation The Harlem Education Foundation was established to enhance the educational options and programs for students, faculty, and staff in the Harlem School District. The Foundation offers grant applications annually with funding made possible through the Donald C. Parker Memorial Fund, district monies, and fund raising efforts.
